Education allowances

The administration has announced a reduction of Educational allowance B as well as a limitation of the payment of tuition fees for colleagues returning to headquarters (recyclage).

Colleagues in delegations, where the cost of education is high, and those returning from delegations, opting to continue educating their children in international schools will foot the bill. The transitional measures foreseen are totally inadequate.

This concerns all staff, including Contract Agents, and also colleagues in HQ who may be transferred to EU delegations affected by these measures.

Furthermore, this issue is currently discussed in the social dialogue about Contract Agents' mobility, between the Commission and the OSP’s. Pending an agreement with the Commission, it is our position that the EEAS should wait and eventually apply to all colleagues in delegations any compromise that will hopefully be agreed.

NEAR You representatives have also insisted in the social dialogue that the capital fee (capital levy, maintenance fee, etc.) continues to be eligible for reimbursement under the educational allowances. The administration has now agreed to do so!

However, this is only one positive step in an overall negative reform.
