Editorial: Donner la parole aux collèguesLe comité du personnel a fini son mandat. Il importe maintenant de procéder vite à l’élection des membres du nouveau comité, avant que le mandat de la VP / HR ne soit véritablement entamé. L’administration ne doit pas favoriser par sa passivité le jeu de certaines organisations syndicales qui trouvent bénéfice à tergiverser et à retarder le processus électoral, pourtant prévu de longue date. Ces mêmes organisations provoquent le désordre dans le fonctionnement du comité du personnel, en déposant motion de censure sur motion de censure. Elles empêchent le comité de régler les affaire courantes au bénéfice des collègues et du SEAE. Nous n’avons pas besoin de ces jeux politiciens stériles, dans cette phase délicate de transition. Le comité du personnel se réunit dans la semaine du 20 octobre. Nous espérons qu’il pourra se concentrer sur les dossiers qui comptent pour le personnel et sur l’organisation, avant la fin de l’année, des élections professionnelles. |
Ce que nous attendons, pour commencer, de la nouvelle VP/HRLe personnel a besoin de reconnaissance et de procédures de gestion des ressources humaines transparentes et équitables. Le dialogue social doit être intensifié. Ces sujets importants devront être discutés :

Combattre les inégalités et les disparitésLes institutions, y compris le SEAE, se mobilisent pour donner un nouvel élan à la construction européenne, pour répondre aux attentes de la société européenne. Cela ne peut se faire sans la mobilisation et la motivation de leur personnel. Or le personnel souffre des disparités et de la précarité. L'appel ci-dessous ne fournit pas une réponse complète mais avance des revendications qui pourraient résoudre les problèmes immédiats, tout en motivant le personnel. Quelles revendications dans l'immédiat ? Dans le contexte politique et économique actuel, il n’y a pas de solution miracle. Il faut combiner un ensemble de mesures à mettre en œuvre rapidement: - Concours internes de reclassement pour les AD et les AST: le SEAE doit suivre l'exemple de la Commission et en organiser; - Concours internes pour les AC (voir plus bas) et examen de reclassification pour les AC ; - Concours externes spécialisés pour les AC vers les grades AD et AST (utiles pour le personnel AC en délégation, hautement qualifié et avec beaucoup d'expérience professionnelle) ; - Utilisation maximale des possibilités offertes par la certification au lieu de la politique malthusienne actuelle ; - Une gestion transparente d’accès aux fins de carrière ; - Utilisation pleine des moyens budgétaires pour les promotions. Déclaration des membres de NEAR You du bureau du Comité du personnelLes membres NEAR du Bureau du Comité du Personnel s'insurgent contre les attaques répétées, injustes et partisanes portées à l'encontre du Président du Comité. Il avait été décidé, notamment lors de la dernière séance plénière, qu'un code de bonne conduite soit établi et qu'une plus grande collégialité soit organisée au sein du bureau. Toute initiative dans ce sens a été systématiquement sabotée en vue de discréditer le Président et d'éviter pour l'opposition d'avoir à partager les responsabilités, comme il se doit au sein de tout bureau digne de ce nom. Les dernières accusations en témoignent, aucune coopération n'est possible afin de créer des situations d'impasse et d'isoler le Président. Cette attitude nuit grandement à l'image de ce Comité et in-fine porte préjudice au personnel. Nous craignons qu'une nouvelle fois, la séance de la semaine prochaine soit prise en otage par des débats stériles et sans issue de même ordre. |

Here is a more accurate text : Local Agent are covered by the CSISLA regulation for accidents, accidents at work and occupational disease. ln case of accidents at work and occupational disease, the reimbursement is at 100%. All surgeries and hospitalisations not related to accident at work or occupational disease are reimbursed at 95 %. Courrier des lecteursMobility or End of Road: Career perspectives for National Diplomats at EEAS When a National diplomat was asked during his planned rotation to HQ, "Do you already know which unit you will join in Brussels, the answer was, "No, I will do whatever I get. I don’t have any contacts with the hierarchy and I know I won't get what I want ". There is a lack of clarity/transparency in the mobility exercise for National Diplomats. A huge discrepancy exists in the career perspectives offered to TAs upon their return to HQ. The basic principles for TAs outlined by EEAS says, "Temporary Agents who participate in mobility should in principle commit to accept the post to which they are matched, as would a permanent official. However, at the end of the mobility process, should a Temporary Agent, or his/her Ministry of Foreign Affairs, be unhappy with the post to which the Temporary Agent is matched, it will be open to them to decide that the Temporary Agents should return to his/her home service." In the event, National Diplomats are not offered an interesting career package, which is the case at the moment, they might be tempted to go back to their national service much earlier than originally planned. Considering that most of the TAs has been recruited in 2011 and 2012, majority will be on rotation in 2015/16, and if they decide to leave, this will create a huge vacuum in the service. NEAR would like to remind EEAS that in line with Art 6.2 of the Decision, “officials of the Union and temporary agents coming from the diplomatic services of the Member States shall have the same rights and obligations and be treated equally, in particular as concerns their eligibility to assume all positions under equivalent conditions. No distinction shall be made between temporary agents coming from national diplomatic services and officials of the Union as regards the assignment of duties to perform in all areas of activities and policies implemented by the EEAS.” Administration has to act swiftly and to wake up before it's too late. Not making use of a big potential: certified colleagues on wait for AD position in the EEAS Since introduction of the certification training, AST colleagues, once they have successfully managed to pass their exams, can apply to AD positions in the European Institutions. The same rule applies in the EEAS. The training, which is very costly for the EEAS, but generally accepted to test in depth capabilities and skills of candidates to carry out AD level jobs in future, is a unique offer for career advancement and motivation. One would therefore expect that the candidates could move swiftly to AD positions after a successful completion of the training cycle. However, in reality certified EEAS colleagues encounter enormous difficulties in finding an AD position inside their home institution, which is reflected in a long 'waiting-list' of around 30 persons. In the Commission, certified staff are conveniently 'up-graded' to AD while not even having to move from their former positions, or, in most cases, not need to wait longer than 6 months to maximum a year before finding themselves occupying an AD position. In terms of staff policy, tools should be developed to ease the transition from AST to AD for certified colleagues, while maintaining the principles of equal treatment and transparency for recruitment procedures. |
